Case fan controllers WHICH TO CHOOSE?

The second one...takes up less space has a better rating. I like things simple I use the controllers that come with the adjustable speed fans and download the free "speed fan". I use my machines and don't spend time looking at all the gauges and dials tweaking ever last RPM or temp out of my machines! I DO use the adjustable fans to find the best combination of cooling vs. noise!
