What are some good paybacks for a thief?

why sink to their level? you're too good for that..unless you want to take justice into your own hands, but that's sort of illegal to climb up a water tower with a high powered rifle and wait for them to leave their house. but just call the cops, if you want to press charges, do it, so they won't do this to another kid... taking justice into your own hands in order to dish out payback to a couple of criminals is never a good idea
